The Port Allen sunk off the coast of Port Chester, when it encountered inclement weather and rising seas. Travelers contends that Fox Marine, the tug operator responsible for piloting the barge was negligent, and did not take sufficient steps to change course, reduce speed or avoid the dangerous seas.
